The Project


Catalyst will act as a senior/executive level staff and provide a wide range of planning, environmental, economic development, public works/facilities, and administrative tasks at the direction of either the City/County/General Manager or governing board.

Catalyst has been retained by the City of Huron (Fresno County) as their contract Planning and Development Director.

The Scenario


Catalyst provides for on-call and contract services for Municipal Governmental Agencies, such as Cities, Counties and Special Districts.

The consulting services allows the Governmental Agencies to have access to professional and experienced staff without the need to have a full-time employee and incur the costs of state benefits and retention.

Project Details


As such Catalyst is responsible for the day-to-day operations of the Planning and Development Department for the processing of all land use entitlements and building permits for the City.

In addition to the day-to-day activities the Huron City Council has retained Catalyst to prepare the City’s comprehensive General Plan Update.  The General Plan Update will be a complete revision of the City’s existing planning structure and will allow a form-based compliance for development within the community. Additionally, the General Plan Update will act as an economic development tool for the community to diversify from the traditional agriculturally based economic to an alternative energy production economy.

Catalyst has also been tasked by the City Council to develop an economic development marketing strategy and implementation plan, which includes infrastructure extension and the redevelopment of underutilized properties owned by the City.
